From March 1992 to April 1996, Mr. Mc Garr, then a lieutenant-detective, was in charge of CHOKE/CAVIAR, the combined unit of the Royal Canadian Mounted Police and the Montreal Urban Community Police Department (SPCUM) combatting the drug trade in Canada. As a result of his exceptional leadership and dedication, the police officers in his unit arrested a number of known drug traffickers, dismantled several cocaine distribution networks and seized enormous quantities of drugs.
