Randolph Gherson, M.S.M., Ottawa, Ont.
Meritorious Service Medal (civil division)
Mr. Gherson, Canada's Ambassador for Fisheries Conservation, successfully negotiated a Canada-European Community fisheries agreement, overcoming considerable scepticism from all parties, following the 1992 northern cod moratorium. He also upheld Canadian interests in the Food and Agriculture Organization agreement on fishing vessel activity in the Northwest Atlantic. Mr. Gherson's help in preparing the Canadian delegation and chairing intersession meetings has increased the prospects of success of the United Nations Conference on regulating the fishing of various stocks on the high seas.
