Meritorious Service Medal (civil division)
After the brutal murder of his daughter in 1983, Mr. Nairn, a retired Navy Lieutenant-Commander, became the spokesperson for voiceless victims and a passionate crusader for justice. He raised public awareness by launching a national campaign for changes to the Canadian Criminal Justice System. A defender of the rights of crime victims, Mr. Nairn founded the group Ottawa-Hull Victims of Justice in 1984 and continues to devote his time, talent and energy to the pursuit of justice.
