On the afternoon of July 21, 1997, WO Scott Carr rescued a drowning teenager at Belle Cote Beach, Inverness County, Nova Scotia. WO Carr was driving to the beach when he was alerted that a teenager had become caught in a strong undertow and was being carried farther out into the Atlantic Ocean. Aware that another rescuer had been forced back to shore, WO Carr battled the treacherous waves until he reached the victim, some 15 meters out. He grabbed hold of the teenager and began towing him towards shore, making slow progress as the current pulled him back out each time he tried to rest by floating on his back. Fighting exhaustion, WO Carr continued supporting the young man and shouting encouragement until they were able to touch bottom and others provided assistance.
