Medal of Bravery
On May 23, 1996, Csts. Philip Carver and Jason Martin rescued a suicidal woman who was hanging outside the railing of a hydro dam bridge in Pine Falls, Manitoba. The intoxicated woman was standing on a narrow metal grate ledge when the police car arrived. As the officers approached, she let herself go towards the turbulent waters, 23 metres below. Cst. Carver thrust himself over the protective railing towards the falling woman and managed to grab her by her belt loop. Cst. Martin also lunged to catch hold of the victim and together they pulled the woman back against the railing. For ten minutes, the three balanced precariously in this position until the officers summoned the strength to pull the fighting woman back over the top rail.
