While ice fishing on December 29, 1994, Mr. Lucas saved a friend from the freezing waters of the Bay of Quinte at Belleville, Ontario. After the man's all-terrain vehicle fell through the ice, Mr. Lucas crawled over and tried to pull him out. At one point, the ice broke again and the friend disappeared below the surface. Mr. Lucas managed to grab him and, despite almost being dragged into the water himself, held on until he could heave him onto the ice. Then, he went for help and returned with a rope, with which he and another rescuer were able to bring the man to shore.
