Messrs. Elliott and Rush rescued a man from an apartment fire in Victoria, British Columbia, on May 18, 1994. When the building's smoke alarms began ringing, Mr. Elliott, the caretaker, and Mr. Rush, a tenant, went to the unit where smoke was billowing out. Using his master key, Mr. Elliott opened the door and Mr. Rush entered the apartment three times to search for the visually impaired occupant. He eventually found the man on the kitchen floor, but was overcome by smoke and left. Mr. Elliott then entered but was also forced out by the thick, toxic smoke. He went back in and began dragging the victim out. Mr. Rush returned to assist, and together they brought the man to safety.
