    On April 8, 1989, Mr. Son Cao saved a depressed woman from drowning in the icy waters of the St. Charles River at Quebec City. As Mr. Cao neared the bridge, he saw some twenty people looking toward the river. Realizing that a woman was drowning and that no one was going to her rescue, he immediately jumped into the water and, in so doing, hurt his leg on a piece of ice. Nevertheless, he was able to catch hold of the victim, take her to the river bank and carry her out of the water.
