He was Professor of Law at the University of Saskatchewan and one of the youngest law school deans in North America. During his ten years as a Member of Parliament, he held four different portfolios and was also Minister Responsible for the Canadian Wheat Board, in which capacity he made fundamental changes to the grain industry.
