An internationally-known scholar in public policy and administration, he has made distinctive contributions to academic administration as first President of the University of Toronto's Victoria College and to professionally-related activities as Commissioner of the Royal Commission on Financial Management and Accountability. He is best known, however, as the professor whose vast knowledge and good judgement have influenced public servants in many countries.
