      Governor of the Bank of Canada from 1975 to 1987, this Saskatchewan native, who now resides in Ontario, carried responsibility for developing, establishing and maintaining the monetary affairs of Canada and for advising the Government on the state of its economic and financial policies. During this very difficult period, he provided outstanding leadership and played a major role in combating inflation and stabilizing the Canadian economy. (This is a promotion within the Order).

      As one of Canada's leading public servants, he has devoted his whole career to central banking and to national monetary and economic affairs. Having joined the Bank of Canada in 1948, he became Governor in 1973.
