A leading pharmacist in New Westminster, he became chairman of that city's police commission, alderman and ultimately mayor. In the latter post he instituted reforms in municipal finance. Ever broadening his scope, he has worked at housing, transit and labour relations and with the Pacific National Exhibition, Simon Fraser University and the Federation of Canadian Municipalities.
