An Anglican clergyman very active in Edmonton and provincial social Service organizations, he was Alberta's Legislative Ombudsman for ten years. With energy, skill and compassion, he developed the position into a force for justice, at the same time leading the world community through the establishment of the International Ombudsman Institute at the University of Alberta.
