He was one of the founders of the Air Cadet movement in Newfoundland and for a long period a member and chairman of the Board of Regents of Memorial University of Newfoundland and a member of the provincial Labour Relations Board. He is being honoured for community services and his work on arbitration and conciliation boards.

He served with distinction as Lieutenant Governor of Newfoundland, diligently performing his vice-regal duties and enhancing the reputation of the Office through his valuable public service. A founding member of the provincial Employers' Labour Relations Council, he also served for thirty-five years on the Newfoundland Labour Relations Board.
