The driving force behind the integration of several American capabilities, he constantly sought means to increase the operational effectiveness of intelligence operations. Major Leonard's ability to synchronize the efforts of Canadian, American and Afghan intelligence staffs enabled the targeted pursuit of insurgents and contributed directly to operational success.
