    Constable Lynn Duncan, M.B. Marc-André Ouellet, M.B. Medal of Bravery On December 1, 1994, Mr. Ouellet and Cst. Duncan of the Montréal Urban Community Police Department evacuated the occupants of a burning building in Montréal, Quebec. Returning home, off-duty Cst. Duncan noticed black smoke pouring from a building that contained some thirty apartments. Realizing that the fire was spreading, Cst. Duncan and Mr. Ouellet, another passer-by, entered the building without hesitation and cleared several people out of the lobby. They then began climbing from floor to floor, knocking on all the doors, and even breaking some down to get the occupants out. Despite the thick smoke and the increasing heat, they were able to guide the last occupants C an elderly woman and her grandson C out of the building, where they awaited the arrival of ambulances and fire trucks.
