On August 26, 1988, Robert Bruce Briscoe apprehended an armed man fleeing through the streets of downtown Surrey, British Columbia. From his car, Mr. Briscoe observed a man with a hand-gun being pursued by a second man who was crying out to bystanders to stop the former. Realizing the nature of the situation, yet unaware that the armed man had just shot someone, Mr. Briscoe stopped ahead of the fleeing man and physically apprehended him. The revolver was knocked from the man's hand in the process and M. Briscoe restrained him until the pursuer and the police arrived.
