A humanitarian, a scholar and a gentleman - throughout his career he has served his community, his profession and his country with distinction. Professor Emeritus at Queen's University, he is one of Canada's top political scientists and a skilled communicator. Through his writings and lectures he has informed Canadians about public and cultural policy and the process of governance. Known for his sharp intellect and lively sense of humour, he has also had a formative influence on generations of students, encouraging them to question, explore and defend their views. Renowned political scientist, teacher and scholar, he was also a major force in the restructuring of important sectors of Canada's telecommunications industry during his tenure as Chairman of the CRTC. As a member of several Royal Commissions, Task Forces and Inquiries, his commitment to mediation and consultation has led to a better understanding of our country.
